BACKGROUND ANALYSIS:

On August 5, 2014 the City of North Miami Beach (“City”) approved and adopted Resolution R2014-34 to execute an agreement with Florida Design Contractors, Inc., the lowest responsive responsible bidder for Bid No. 2014-03 for the rehabilitation and refurbishing of the 11 existing lime softening filters at the Norwood Water Treatment Plant. 

City Staff authorized Change Order No.1 to allow for modifications to the work and work schedule due to Tropical Storm Ericka, which resulted in a net increase of 14 days and cost reduction of $204.90 and Change Order No.2 to allow for project to be completed in a single phase, rather than sequences of phases and adding the appropriate time to complete the entire projects. 

The Department and City’s consultant has identified additional work which is required in order to complete within the original scope of service authorized by City Council via Resolution R2014-034.  This additional work will require the issuance of Change Order No. 3 with an increase of $58,544.96 to the contract amount, for a total agreement amount of $1,856,246.06.

The City Charter authorizes the City Manager to approval Changer Orders for $50,000 or 10 % of the contract amount, whichever is less.  As the total amount of Change Order No. 3 exceeds $50,000, City Staff is seeking City Council approval to issue Change Order No. 3 with an increase of $58,544.96 to the contract amount, for a total agreement amount of $1,856,246.06.

RECOMMENDATION: City Council approval of Change Order No. 3 to the original agreement between the City and Florida Design Contractors, Inc., increasing the agreement amount by $58,544.96 for a total agreement amount of $1,856,246.06 for the filter rehabilitation and refurbishing project at the Norwood Water Treatment Plant, in a form acceptable to the City Attorney.
